こんにちは！　この頃は日本もだいぶ寒さが増してきたと伺いますが、皆様元気にお過ごしでしょうか。ここギルフォードでは日の入りの時間がついに明日15時台に突入するというところです。イギリスで冬を過ごすのはファウンデーションも含めて４年目ですが、日の入りの早さには未だに毎日驚いています。日の出は7時40分頃と、こちらもだいぶ遅め。また、それと同時に周囲もクリスマスの様相を呈してきました。ロンドンもクリスマスのイルミネーションが始まっているみたいで、近々また行きたいですね。

Hello! How are you? I’ve heard the weather is becomingly cold in Japan these days, having around the same temperature in the UK sometimes. I hope everyone stays in warm. Here in Guildford, the sunset time just got to be at 16:00 (it’ll be 15:59 tomorrow (!)) and sunrise is at 7:42. The daytime is very short, which still surprises me every day, although this is already the forth winter for me to spend in the UK. Along with that, the Christmas decorations are cheerfully set up these days. This is the Christmas tree in the Business school building today!

突然ですが、私の趣味が切手収集なので、今日はイギリスの郵便のことや切手について書いていけたらと思います。

It is a bit too sudden to write in this context, but I have a philatelic hobby. So today, I will write about the UK mailing system and stamps.

　

 

1. Shipping Prices

 

料金のシステムは日本とそれなりに違います。

The shipping system in the UK is a bit different from the one in Japan, while I am not sure about the other countries.

◆UK Domestic Pricing◆
料金表 2019年11月29日現在（※ただ料金はそれなりにたまに変わるようなので、このブログを信用せずに都度こちらのページで確認していただければと思います）

The below is the price list to send within the UK. But (!) the price would change sometimes, so please don’t trust my blog and visit this page (Royal Mail) to check the right price when you are going to send letters!

イギリス国内向け郵便には「1st」「2nd」といったシステムがあります。主な違いは配達の速さ。「1st」は日曜をのぞいた翌日配達を目標としているのに対し、「2nd」は日曜をのぞいて2〜3日かかります。普通郵便と速達郵便のようなものかもしれません。日本と違って100g以下の手紙の額面は一律で、ハガキもここに含まれます。

In the UK, there are two types of domestic delivery prices, “first class” and “second class“, based on the urgency of the letters or the parcels. (In Japan, yes, there is a express delivery system, but the price is much higher than the normal delivery, and therefore, is not used casually.) Also, postcard is categorised as a “letter” in the UK mailing pricing system, while “postcard shipping price” and “letter shipping price” are different in Japan.

◆Overseas Pricing◆
海外向けの手紙には「1st」「2nd」のシステムはなく、日本から海外向けに送るのと似ているかもしれません。料金はゾーン・重さによって分かれています。が、ハガキ料金はないので、やはり手紙の料金で送る必要があります。（なんだかハガキの話ばかり書いているように見えますが、モスクワのトランジットで買ったポストカードが、空港の郵便局が夜に開いていなかったため切手を買えず、イギリスから送ることになったということがありました…….）（皆さま切手の入手計画にはお気をつけくださいませ）

To send letters or parcels overseas from the UK, there is no difference of “first” and “second”. The price is based on where it is to be sent (among three different zones) and how large/heavy the item is.

 

2. UK Stamps

 

イギリスは郵便切手制度が最初に実用化された国。切手には国名の代わりに女王/国王の顔がシンボルとして使われています。「普通切手」「特殊切手」があるところは日本とだいたい同じ。ただ、やはり日本と違う点がいくつかあります。

UK is the country where the postage stamps were practically used at first. The queen’s (or king’s) symbol is printed instead of the name of the country.

 

一番の違いは、額面表示ではない切手があること、になるかと思います。「1st」や「2nd」……最初に見たときはどうやって使うんだろうと戸惑ってしまいました。

The main difference between UK and Japanese stamps is that the UK ones include both denominated (price printed on the stamps) and non-denominated (no price printed on the stamps i.e. “first” and “second”). I was a bit confused at first, though I like this interesting system!!

これはそのまま、上記に書いたイギリス国内向けの手紙の郵送料金に応じたものです。1st切手は通常Letter（〜100g）の1st郵便が英国内に送れる切手（＝現在70p）、2nd切手は通常Letter（〜100g）の2nd郵便（通常郵便）が英国内に送れる切手（＝現在61p）。他にもLarge Letterの1stや2nd切手も存在します。日本では増税で郵便料金が上がれば（上がりましたね！）前の82円切手を使うのに2円切手が必要になりますが、1stや2ndではその必要がないのでその点ではシンプル。

So “Normal 1st class stamp” is the stamp that can send a normal letter as a 1st class, which makes it easier when the mailing price is changed. In Japan, when the prices are changed, everyone has to buy a lot of “1 yen” or “2 yen” stamps to clear out the stamps which the printed prices are 1 or 2 yen cheaper than the new pricing. This happened twice in Japan in these few years due to the increase of the taxation!

ただ、イギリスにはそれと同時に額面表示の切手もあります。これに関しては日本と同じ。例えば海外向けの郵便物では1stや2ndのような非額面の切手はないので、必要な料金以上の額面の切手を用意する必要があります。また、イギリス国内に送る場合でも、61p分の額面切手で〜100gの2nd郵便を送ることができます。

But the UK has denominated stamps as well.

 

 

逆にこの1stや2ndの切手は該当の郵便物以外にも使えるのかというと、使えるようです。例えば、現在海外向けの10g以下の手紙を送ろうとすると現在は£1.35かかりますが、1stの切手2枚（70p×2＝£1.4）でも送れます。昔、イギリスの空港から手紙を送ろうとしたとき、店員さんに、「郵便局員ではないから確かなことは言えないけど、その重さだと2ndの切手を4つだか5つだか適当に貼っておけば届くはずだよ」とアドバイスを受けたことがありましたが、無事に届きました。また、今日大学内の郵便局で訊ねたところ、「海外10g以下なら1st切手を2枚で問題ないよ」と教えていただきました。

Also, “1st class” and “2nd class” stamps can be used as priced stamps i.e. currently 70p for normal 1st class stamps and 61p for normal 2nd class stamps. For example, if you are sending letters (~10g) overseas, it’ll cost you £1.35 today. Therefore, having two 1st class stamps (70p*2=£1.40) should be enough to send this letter. I did it last time, and the post officer said “that’s fine” when I asked today, so it should be alright. But the post office should have £1.35 stamps as well! 

 

3. Post Office in the University

そして、ここで唐突に、大学内にある簡易郵便局のことを簡単に書くと……図書館棟の地上階、コンビニSimply Fresh内にあります。一般の郵便局と同じで、手紙や箱を送ったりできます。営業時間は月曜日から金曜日、8:00-17:00。ボックスや切手の販売も行っています。また、ポストもコンビニのすぐ外にあります。

And to write suddenly and briefly (you know I am bad at layouting, anyway), there is a postal service in Simply Fresh grocery store in the library building. So you can easily buy stamps and boxes there. Opening hours are 8:00-17:00 Monday to Friday. Also the mail box is just outside of Simply Fresh.

 

4. Collecting Stamps

私もイギリスでの切手収集歴は浅いので詳しいことは知らないのですが、私が切手を集めていると知った友達が「チャリティーショップで使用済み切手見たよ」と教えてくれて、それで手に入れました。

Though I am not a knowledgeable/serious collector (well I still love watching stamps! I have 35 stamp books at home at least), my friend, knowing I am collecting stamps, had let me know that she saw used stamps are sold in a charity store.

 

 

また、未使用の特殊切手はRoyal Mailのページでオンラインで買えるほか、郵便局でも多少の取り扱いがあります。(「special stamp」で伝わりました。) 日本にも特殊切手は色々ありますが、イギリスもバラエティー豊かです。日本に年賀切手があるように、イギリスでは毎年クリスマス切手。と言いつつも、干支の切手もあるようで驚きました。「Lunar Year of the Rat」。切手を使うのが好きな身としては色々あるのは嬉しい。£50以上でFree UK deliveryだそうです。

Also, new (unused) stamps, including commemorative/special ones, can be purchased at the Royal Mail’s online store, and physical post offices have some special stamps as well. I was surprised to see “lunar year of the rat” stamp sheet on the online store! That’s Chinese zodiac isn’t it? (but is used in Japanese culture as well.) I also like using stamps (to send to myself and to some Esperanto pen pals), so am happy to have these many different stamps. Anyway. 

そして……ここは大学のブログなのであまり関係のない趣味の話ばかりするのはどうかとは思いつつ宣伝。イギリスの切手もとても素敵です！　特殊切手も綺麗ですが、普通切手がシンプルでカラフルでたくさん並べると嬉しくなります。

This is a university blog, and I am probably supposed not to write about overly personal thing, but let me advertise…UK stamps are wonderful! While the special stamps have delicate and beautiful design, I love the simple and colourful definitive stamps.

 

 

それから、イギリスでは手書き消印(ペンキャンセル)が使われることも多いのですが、個性のある消し方を見るのが好きだったりもします(ペンキャンセルは綺麗ではないからと敬遠されているようですが……)。

And, probably not many people would agree with me but, I like the pen cancels, which I don’t see in Japan. There are many different pen cancelling style, and it’s interesting for me to see those.
